Licensing explained: per core or Server plus CAL, always perpetual

Microsoft licenses SQL Server 2022 Standard in two ways. Under the per-core model you license every core the instance can use, sold in 2-core packs with a minimum of 4 core licenses per physical processor; in a virtual machine you license the virtual cores, again with a 4-core minimum. Under the Server plus CAL model you license the server itself and then every user or device that connects needs a SQL Server CAL. Server plus CAL is usually more economical when a known, modest number of people use the database; per core is the choice for web-facing workloads and large user counts. Enterprise is per core only.

Whichever model applies, the license is perpetual. You pay once, the instance stays licensed for as long as you run it, and cumulative updates from Microsoft do not change that. Applying the key

Run SQL Server Setup, choose New SQL Server stand-alone installation, and on the Product Key page select Enter the product key and type the 25 characters. Setup unlocks the Standard edition features automatically. If you already run Evaluation, Developer or Express, use Maintenance, Edition Upgrade in the SQL Server Installation Center to convert the instance in place without reinstalling or restoring databases.

Server plus CAL or per core: how to decide

Count the people and devices that will ever touch the data, including indirectly through an application server, because Microsoft counts those users too. If that number is small and stable, such as a 30-person office using an accounting system, Server plus CAL is usually the simpler and lower-cost model. If the database serves a public website, a mobile app or an unknown number of users, per core is the only compliant choice, and you license at least 4 cores per processor or per virtual machine. Either way the Standard edition engine is identical.
