A quick rule: with two or fewer VMs on a host, Standard is the cost-effective license. You can stack Standard licenses to add two VMs at a time, and the break-even point where Datacenter becomes the better purchase typically sits around ten to fourteen VMs on one host. Above that, or as soon as you want Storage Spaces Direct or software-defined networking, Datacenter is the answer.

How Windows Server 2025 licensing works

Windows Server 2025 Standard and Datacenter are licensed per physical core. Every physical server must be licensed for all of its cores, with a minimum of 16 cores per server and a minimum of 8 cores per processor. A dual-socket server with two 8-core processors needs 16 core licenses; a dual-socket server with two 16-core processors needs 32. The server license alone does not permit users to connect. Every user or device that accesses the server needs a Windows Server CAL, and users who sign in through Remote Desktop Services need an RDS CAL in addition to the base CAL. Windows Server 2025 follows Microsoft's fixed lifecycle policy as an LTSC release: five years of mainstream support followed by five years of extended support, so it will receive security updates well into the 2030s. Microsoft's published hardware minimums are modest, a 1.4 GHz 64-bit processor, 512 MB of RAM for Server Core or 2 GB with Desktop Experience, and 32 GB of storage, but real workloads need far more, and the 2025 release does require a processor that supports certain modern instructions, so check the hardware compatibility notes before buying for an older server.

Windows Server 2022 or 2025?

Both are supported and both are in stock. Windows Server 2025 adds Active Directory improvements, SMB over QUIC in every edition, NVMe storage performance gains, GPU partitioning for Hyper-V and a longer remaining lifecycle, so it is the default for new deployments. Windows Server 2022 remains a sound choice when an application vendor has not yet certified 2025, when you are adding a node to an existing 2022 cluster, or when older hardware does not meet the 2025 processor requirements. How activation and delivery work

How many Windows Server 2025 Standard licenses do I need for one server?

Enough core licenses to cover every physical core, with a floor of 16 cores per server and 8 per processor. A server with one 8-core processor still needs 16 core licenses; one with two 12-core processors needs 24. Each set of 16 Standard core licenses grants rights to run two virtual machines on that server. To run four VMs, license all cores twice. If the VM count keeps climbing, compare against a Datacenter license, which allows unlimited VMs once every core is covered.

Do I need CALs if I buy Windows Server 2025 Standard?

Yes. The Standard or Datacenter license covers the server itself. Every user or device that accesses the server, for file shares, authentication, printing or any other service, needs a Windows Server CAL. If users also sign in through Remote Desktop Services, they need an RDS CAL on top of the base CAL; our RDS 50 User CAL pack covers fifty named users. Administrators connecting only to manage the server are covered by the two administrative connections Microsoft allows without RDS CALs.

What is the difference between the Standard and Standard 16-Core products?

The edition is identical. The 16-Core product is a single purchase that covers the 16-core minimum for one server, which is the simplest route for a typical one- or two-socket machine. The Standard product is the same edition license for buyers who are assembling an exact core count, for example topping up a 24-core server or adding a second set of licenses to run two more VMs. Read the core coverage on each product page and match it to your processor count.

Can I run Windows Server 2025 Standard as a Hyper-V host?

Yes, and this is the most common way it is deployed in small environments. With every core licensed once, Standard allows the Hyper-V host role on the physical server plus two Windows Server virtual machines. The host itself must be used only for virtualization management for that arrangement to hold; if you run other workloads directly on the host, it consumes one of the two OSEs. Need more than two VMs? License the cores again for two more, or step up to Datacenter for unlimited VMs.

How long will Windows Server 2025 be supported?
