The three 2019 editions share the same core. Community is free, but Microsoft restricts it to individuals, open source, classroom and academic use, and to organizations under its small-business threshold with at most five users. Professional removes those restrictions for one licensed developer. Enterprise adds the diagnostics and test suite. Because the 2019 IDE is a 32-bit application, very large solutions can approach its memory ceiling. Licensing explained: per developer, perpetual, no subscription

Visual Studio Professional is licensed per user. The developer who holds this Visual Studio 2019 Professional license may install the IDE on any number of devices they personally use, including virtual machines and a home PC. Solution files from 2019 open in 2022 without conversion, so you can experiment with a migration at any time and fall back to 2019 if a dependency objects. Note that 2022 can also install the v142 toolset as an optional component, which is sometimes enough to retire the older IDE entirely, but only after your own testing confirms it.
