Microsoft's per-core model has two minimums: 8 core licenses per processor and 16 per server. Most small servers land right on that floor, so a fixed 16-core pack removes the arithmetic. Servers with 20, 24, 32 or more cores need every physical core covered, and for those the base Datacenter listing acts as the increment. In practice you buy one Windows Server 2025 Datacenter 16-Core pack per host and then top up with base licenses for the remaining cores. Licensing explained: perpetual, per core, plus access licenses

The Windows Server 2025 Datacenter 16-Core license is a perpetual license. You pay once and keep the right to run this version indefinitely, with security updates through the LTSC lifecycle into 2034. Licensing is per physical core; this pack covers 16. After the host is licensed you may run the operating system on the physical machine and in unlimited virtual machines. Client access licenses are separate: each user or device that accesses the host or any guest needs a Windows Server CAL, and users who log in through Remote Desktop Services need an RDS CAL on top. Transfer rights depend on the license type. Retail licenses can be reassigned to a new server after removal from the old one; OEM licenses remain with the hardware they were first activated on; volume keys have a limited number of activations and are meant for one organization.
