For a host, the Windows Server 2022 Datacenter license allows unlimited virtual machines and is fully supported for SQL Server 2019, while the Windows Server 2022 Standard license covers two virtual machines per license for smaller footprints.

Licensing explained: per core, perpetual, cluster friendly

SQL Server 2019 Enterprise is licensed per core. Core licenses are sold in 2-core packs, and each physical processor must carry at least 4 core licenses. In a virtual machine you license the virtual cores assigned to it, with the same 4-core minimum per VM, or you license every physical core on the host. Server plus CAL licensing is not available for the Enterprise edition; it exists only for Standard.

The license is perpetual, with no renewal and no subscription. Once the key is applied, the instance stays licensed through every cumulative update Microsoft releases during extended support. Applying the key or converting an instance

Run SQL Server 2019 Setup from the official media, choose New SQL Server stand-alone installation and enter the key on the Product Key page. Setup unlocks Enterprise features automatically. To convert an existing 2019 Evaluation, Developer or Standard instance, open the Installation Center and choose Maintenance, then Edition Upgrade, and supply the same key. Databases, logins and Agent jobs remain in place and only a brief service restart is required. This is also the standard fix for an Evaluation instance that is about to expire after 180 days.

Compatibility level and the upgrade path

Databases on SQL Server 2019 run at compatibility level 150, and that number is what most application vendors certify. Staying on 2019 Enterprise keeps that level native. When the vendor later certifies SQL Server 2022, the migration is a backup and restore or an in-place upgrade; 2022 attaches 2019 databases directly and leaves them at level 150 until you choose to raise it, so the application keeps behaving exactly as before. Buying the 2019 release now therefore does not lock you out of moving forward later.
