Microsoft sells RDS CALs in two flavors, and the choice matters. A user CAL is assigned to a person and follows them across every device they use. Windows Server 2025 RDS CALs and version compatibility

Microsoft's rule is that the RDS CAL version must be equal to or higher than the version of the session host. A Windows Server 2025 RDS User CAL can therefore license connections to a Windows Server 2025 host and also to Windows Server 2022, 2019 or 2016 session hosts, while a 2022 CAL cannot be used against a 2025 host. Licensing explained: the grace period, per-user tracking and transfers

A new Remote Desktop Session Host allows connections for 120 days without a license server. When that grace period ends, users are refused until RDS CALs are installed, which is why we recommend installing this pack as soon as the session host goes live rather than at day 119. In Per User mode the license server tracks CAL issuance in Active Directory and reports usage; there is no hard lockout when the count is exceeded, but you are obliged to hold a CAL for every user who connects, so buy enough packs to cover your headcount and add another 50 as you grow.

RDS CALs are perpetual and never expire. Because CALs are assigned to users rather than hardware, they are not tied to a specific server, and you may reassign a user CAL from one employee to another when staff change, subject to Microsoft's reassignment rules. Transfer rights for the pack itself depend on the license type shown in the Product Overview table. Remember that the session host also needs its own operating system license; a Windows Server 2025 Standard license or Datacenter license must be purchased separately.

How many RDS CALs do you need

Count people, not sessions and not concurrent users. Microsoft licenses RDS user CALs per named user, so a company with 70 employees who ever connect to the session host needs 70 user CALs, even if only 30 are logged in at any one time. Include part-time staff, contractors who use the system and any service accounts that open interactive sessions.
