The 16-Core pack versus building an exact core count

Two 8-core processors, a single 12- or 16-core processor, or two 6-core processors all fall within this pack, because processors with fewer than 8 cores are still counted as 8 and hyper-threading is ignored.

Licensing and access explained

The Windows Server 2022 Standard 16-Core license is perpetual: one payment, no renewal, valid for the life of the hardware. After the server is licensed you may run the operating system on the physical host and in two virtual machines, provided the host runs only Hyper-V and management tooling. Transfer rights follow the license type. Retail licenses can be reassigned to a new server after removal from the old one; OEM licenses stay with the first server; volume licenses have limited activations and are meant for one organization.
